I vaguely remember that film when I was finishing up with my college; but this music piece has ARR written all over it. As I have seen him in Roja and other earlier films, his BGMs were just not as well-synced (with the movie)as the ones we listen to today. Puthiya mannargal was one of his early films and I took a wild guess.

Lot of Harp in the soundtrack. If it is from an Indian film, then the composer, I guess, is A.R.Rahman.
